No, he hasn’t.
In 1999, Kurt was interested in doing that story with Carlos, but things didn’t work out. So it goes.
Since that time, he has never once brought up wanting to go back and do that story again. He’s been busy with other things, most especially ASTRO CITY.
If Kurt wanted to do WORLD IN CHAINS now, we would have a discussion and see if we could make it fit into our publishing plan. It would be relatively easy on that front. But he’s got to want to do it, and want to do it more than the other things that he’s working on that fill his time.
Actually, I’ve been wanting to do that story since I first pitched it, around 1986 or so, under the title STALAG AMERICA. Back then, had it been approved, Tom Grummett would have been the artist.
But now, I’ve figured out a way to rework it into a creator-owned project, so Tom’s right that I haven’t brought it up with Marvel. I do want to do it (and will do it, possibly sooner than people think), but it’s taken on yet another form.
